REPEP is Mexico's official Do Not Call registry, the Registro Público para Evitar Publicidad, run by PROFECO. If you market to Mexican numbers, scrub the current REPEP release before anyone dials. PROFECO does not publish a public REST API for that scrub. Official access is a zone-file purchase on repep.profeco.gob.mx. DNC LATAM sells the check as an API or a CSV over those official extracts. What REPEP is, and what it is not

REPEP is a government opt-out list. Consumers register landlines and mobile numbers for free, by phone or online. Registration does not expire automatically. It applies to marketing calls and messages across regulated commercial sectors, and to the advertising use of consumer contact data.

REPEP is not a consent database. Mexico does not require prior consent before a first marketing call to an unregistered number. The primary control is the registry check, plus honoring a direct "stop calling" request the moment it is said. Details: consent to cold-call Mexico. REPEP is also not the US National DNC Registry. PROFECO and the official portal

PROFECO operates REPEP and publishes extracts to registered companies through a Spanish-language portal at repep.profeco.gob.mx. Access is not a single national download. You register as a provider, declare company and tax details plus a legal representative, then buy geographic zones. Each zone is a separate list for a state or metropolitan area.

Prices are set per zone, per semester or per year. Smaller states may cost around MXN $1,500 per year. The Mexico City metropolitan area can approach MXN $25,000. Those figures come from the portal's published zone schedule and can change. National coverage means dozens of recurring fees, then a twice-monthly download of every purchased zone. The 15-day zone cycle

PROFECO publishes official REPEP data every 15 days. That cadence is the product constraint. A file from the previous cycle is already missing new registrations. The accepted practice is to scrub against the current release before every campaign, and never reuse a copy older than one 15-day cycle.

• Sign in to the portal after each official release.
• Re-download every zone your campaign can reach.
• Rebuild one consolidated suppression file.
• Re-scrub the calling list and keep the dated record.

Miss a cycle and the campaign is checked against stale data. Mexico can fine per call or message to a registered number under federal consumer-protection rules (LFPC). Exposure is open-ended on an un-scrubbed national list. Practical sanctions page: PROFECO REPEP fines.

Who must scrub

Companies that use Mexican phone numbers for advertising or marketing contact. That includes live calls, messages, and campaigns run from outside Mexico. Nearshore floors in Colombia or the US that dial +52 still need REPEP. The destination number decides the registry, not the agent seat. Collections teams should not assume a US exemption travels. Whether a given recovery script sits inside REPEP's marketing scope is a counsel question. The check itself is still the official PROFECO list. DNC for debt collectors.

Foreign company access vs the local portal

The portal expects Spanish filings, Mexican tax details, and a representative who can answer PROFECO. Foreign businesses without a local operating structure usually need help at registration, then still have to buy and refresh every zone forever. That is why most US outbound teams do not hold REPEP credentials themselves.

Buy Mexico when you have a live or imminent +52 marketing book and you need current REPEP plus evidence, without owning the portal. Mexico is an independent SKU. From $500/month at 10,000 checks.
