US DNC vendors are built around the FTC National DNC Registry and TCPA rules for US numbers. That stack does not include Mexico REPEP (PROFECO), Argentina Registro Nacional No Llame (AAIP), or Colombia RNE (CRC). A clean DNC.com result on a +52 number is not a REPEP pass. A list that comes back clean from DNC.com, EVS7, or PossibleNow can still be full of registered +52, +54, or +57 numbers.
What a US TCPA scrub actually checks
The TCPA and the FTC/FCC National DNC Registry cover calls to US numbers. Statutory damages run $500-$1,500 per call. The Telemarketing Sales Rule lets a team use a registry version no older than 31 days. That program stays required for +1 traffic. It does not travel with the campaign when the destination number is Mexican, Argentine, or Colombian.
DNC.com, EVS7, PossibleNow, and peers in that category ship a US National DNC check, often with UK, Canada, or Australia add-ons. They are not a substitute for PROFECO, AAIP, or CRC access. We are not auditing their catalogs here. The failure mode is the destination: if the number is not on the FTC list, a US scrub has nothing to say about it.

When the US stack fails
- The number is not US. A +52, +54, or +57 input is outside the FTC file. The US vendor returns a clean result because the number was never in scope.
- Access is local. REPEP is sold zone by zone through a Spanish PROFECO portal. No Llame needs an AAIP company-user account and a CUIT. RNE is a CRC trámites service. A US compliance seat usually cannot complete any of those.
- Cadence does not match. A 31-day US refresh leaves Mexico stale for half of every REPEP cycle. Argentina and Colombia expect a current check, not a monthly file.
- Consent does not transfer. A TCPA consent record is not proof for PROFECO, AAIP, or CRC. Each regulator decides its own override rules.
