Colombia DNC Scrubbing for US Outbound Teams

Colombia operates an official Do Not Call system, the Registro de Números Excluidos (RNE), administered by the Comisión de Regulación de Comunicaciones (CRC). Companies that contact Colombian consumers for commercial or advertising purposes are expected to consult the current registry before they call or message. The obligation applies to foreign callers as well as local ones.
What the registry covers
- Consumers can register mobile lines, fixed lines, and additional contact channels so they stop receiving unsolicited commercial or advertising contact.
- Ley 2300 of 2023, often discussed as the consumer-privacy contact rules, expanded the RNE beyond SMS into calls and other channels, and set expectations for how and when consumers may be contacted.
- Producers and providers of goods and services are expected to query the RNE before commercial outreach. The CRC publishes the consultation channels, including a web service for high-volume checks.
How companies are supposed to access it
Access runs through the CRC trámites portal. Companies register, then consult the RNE through individual lookups, file uploads, or the government web service. The portal and the technical manuals are in Spanish. Credentials, tokens, and operating windows are designed around local users. That is why most US outbound teams do not run CRC access themselves. Why foreign callers use a DNC check
An un-scrubbed Colombian list is open-ended exposure: each contact to a registered number can be treated as its own problem, and Ley 2300 sits on top of the registry check with channel and hours rules. The registry check does not replace consent or calling-window discipline. It is the control that proves you consulted the official list before the campaign went out. How foreign companies comply in practice
- Scrub every list against the current official RNE result before dialing. Do not reuse a stale check across campaigns.
- Keep dated evidence of which registry check each campaign used.
- Honor direct opt-outs regardless of registry status, and keep calling hours on a separate control.
