DNC for Debt Collectors: Mexico & Argentina

Collections teams that dial Mexican, Argentine, or Colombian numbers often bring a US DNC stack with them. That stack is built for the FTC National DNC Registry and TCPA. It does not read Mexico REPEP (PROFECO), Argentina Registro Nacional No Llame (AAIP), or Colombia RNE (CRC). A US-clean file is not a LATAM-clean file.

What these registries cover

The live DNC LATAM checks are destination-country registries for advertising and commercial contact:

  • Mexico REPEP (PROFECO) applies to marketing calls and messages and to the advertising use of consumer contact data. See the Mexico REPEP guide.
  • Argentina Registro Nacional No Llame (AAIP), Law 26.951, applies to companies that advertise, offer, sell or gift goods or services by phone. See the Argentina No Llame guide.
  • Colombia RNE (CRC) applies to commercial or advertising contact under Ley 2300. See the Colombia RNE guide.

Whether a given collections campaign sits inside those scopes is a counsel question for that jurisdiction and that script. DNC LATAM does not decide that. What we do is run the official registry check and return the DNC determination plus a dated screening record.

Where ARM teams get exposed anyway

  1. The book is not only recovery. Payment-plan offers, refinancing, or new-product pitches into MX, AR, or CO are commercial outreach. Those campaigns belong on the destination registry check even if the same team also places pure recovery calls.
  2. US exemptions do not travel. Whatever treatment collections traffic gets under the US National DNC program does not bind PROFECO, AAIP, or CRC. Destination law is destination law.
  3. The US vendor cannot see the number. DNC.com, EVS7, PossibleNow, and other FTC-list tools have nothing to match a +52, +54, or +57 input against. Details: DNC scrubbing vs US TCPA.

How to run the check

Tag each list by destination. Send it through the DNC API (country: "mx", "ar", or "co") or upload a CSV in the panel. You get prohibited, safe, and invalid numbers plus a screening record with counts and metadata, no phones. Mechanics: how DNC scrubbing works.
