Colombia's official Do Not Call system is the Registro de Números Excluidos (RNE), administered by the Comisión de Regulación de Comunicaciones (CRC). Companies that contact Colombian consumers for commercial or advertising purposes are expected to consult the current registry before they call or message. Foreign callers are in scope. A US National DNC scrub does not cover +57.

What the RNE covers
- Consumers can register mobile lines, fixed lines, and additional contact channels so they stop receiving unsolicited commercial or advertising contact.
- Ley 2300 of 2023 expanded the RNE beyond SMS into calls and other channels, and set expectations for how and when consumers may be contacted.
- Producers and providers of goods and services are expected to query the RNE before commercial outreach. The CRC publishes consultation channels, including a web service for high-volume checks.
The registry check proves you consulted the official list. It does not replace consent records where you rely on an override, and it does not replace calling-window discipline. Hours and disclosure still sit on your floor.
CRC access in practice
Access runs through the CRC trámites portal at tramitescrcom.gov.co. Companies register, then pick a channel:

There is no public English API a foreign team can plug into. Manuals are in Spanish. Credentials, tokens, and operating windows are designed around local users. Colombia is more approachable on paper than Mexico's zone purchases or Argentina's CUIT gate. It is still a government system you have to operate forever.
What outbound teams get wrong
- Treating Colombia as a US add-on. The FTC file has nothing to say about a Colombian number. See DNC scrubbing vs US TCPA.
- Reusing last month's query. Consumers can add numbers at any time. Ley 2300 assumes a current consult, not a quarterly file.
- Skipping the dated record. A query you ran is indistinguishable from one you did not, unless you kept the artifact. Screening records.
- Ignoring hours and channel rules. Ley 2300 sits on top of the registry. A clean RNE result is not permission to message at any hour on any channel.
How foreign companies comply
Tag every list with destination country. Scrub +57 against the current official RNE result before dialing. Keep the dated screening record with the campaign file. Honor direct opt-outs immediately, even when the number is not on the RNE that day.
