PossibleNOW is not "no Latam." Their International DNC page (13 September 2026) claims coverage in 40+ countries and lists Mexico and Argentina under North / South America. Colombia was not in that visible list. They sell managed feeds of published DNC lists, plus consulting. They do not name REPEP, PROFECO, Registro Nacional No Llame, AAIP, RNE, or CRC on that page. DNC LATAM is the official REPEP / No Llame / RNE API (and CSV), with dated screening records, from $500/mo per country. Immediate access. Preference management is a real discipline. So is an official REPEP consult. A managed country feed is not the same object as a dated official-registry record. Do not merge them into one "global suppress" boolean.
Consent and preferences do not travel
A TCPA consent record is not a PROFECO, AAIP, or CRC override by default. Mexico's first-call model is opt-out against REPEP, not opt-in. Argentina still wants dated, number-specific consent if you claim an override of No Llame. Colombia adds Ley 2300 channel and hours on top of the RNE consult. Your PossibleNOW preference store can sit beside those checks. It does not replace them.
