Ley 2300 of 2023 is the statute outbound teams meet when someone says "Colombia privacy contact rules." For DNC work, the operational fact is simple: it expanded the Registro de Números Excluidos (RNE) beyond SMS into calls and other channels, and it set expectations for how and when consumers may be contacted. The CRC still administers the registry. You still have to query it before commercial outreach.

What changed for outbound
Before Ley 2300, teams that only thought about Colombian SMS suppression could miss voice. After it, producers and providers of goods and services are expected to query the RNE before commercial or advertising contact across the channels the CRC publishes. Consumers can register mobile lines, fixed lines, and additional contact channels.
Two controls, not one:
- Registry. Is this number (or channel) on the current RNE? If yes, do not make the commercial contact unless counsel says a documented exception applies.
- Contact rules. Even a number that is not excluded still sits under "how and when" expectations. Calling windows and channel choice are separate from the scrub.

What the CRC expects you to use
The CRC publishes consultation channels on the trámites portal: individual lookups, file uploads, and a government web service for high-volume checks. Portal and technical manuals are in Spanish. Tokens and operating windows assume a local user. There is no English-language commercial API from the CRC aimed at US dialers.

What to run on every +57 campaign
- Tag the list as Colombia. Do not mix +57 into a "LATAM" file.
- Query current RNE before launch. Do not reuse last month's result.
