Mexico's Do Not Call list is theREPEP — Registro Público para Evitar Publicidad (Public Registry to Avoid Advertising), operated by PROFECO, the federal consumer protection agency. Companies that make marketing calls or send marketing SMS to Mexican numbers are required to check the REPEP first — it is Mexico's equivalent of the US National Do Not Call Registry, with per-call fines for violations.
What the REPEP covers

How companies are supposed to access it
PROFECO sells registry extracts to companies zone by zone — priced per geographic area, per semester or per year, purchased through its Spanish-language portal after registering as a provider. Penalties for calling REPEP numbers
PROFECO can fine companies for each call or message to a registered number, under the Federal Consumer Protection Law. Consumers file complaints directly through PROFECO's portal, and enforcement actions against telemarketers are published regularly. For an outbound operation dialing thousands of Mexican numbers, an un-scrubbed list is an open-ended liability.
